As of January 1, 2025, it became mandatory for transactions with end consumers (B2C) as well. This means any invoice issued to an individual must now be reported in the national system. This requires adapting invoicing and point-of-sale systems to be able to generate and transmit the necessary XML files.
The Introduction of SAF-T for Small Businesses: After being implemented for large and medium taxpayers, as of January 1, 2025, the Standard Audit File for Tax (SAF-T, D406 file) became mandatory for small taxpayers and for non-resident entities registered for VAT purposes in Romania. This is a complex report that extracts data directly from your accounting system and transmits it to ANAF monthly or quarterly. Without software ready for this, compliance is a nightmare.
VAT Rate Changes: In addition to digitalization, VAT rates were also adjusted as of August 1, 2025, increasing the standard rate to 21% and the reduced rate to 11%. This change requires updating all management and invoicing systems, reviewing prices (especially in B2C), and paying close attention to the correct classification of transactions during the transition period.
Individually, each of these changes is manageable. The real challenge comes from the fact that they overlap, creating significant pressure on financial departments and software providers. You'll need to ensure your ERP or accounting system can:
- Generate XML files for B2C e-Factura.
- Extract and format data for SAF-T reporting.
- Manage the new VAT rates and apply them correctly over time.
